EXPRESSION OF INTEREST - Cash Handling Machines Replacement & Maintenance
Translink have a requirement to replace cash and note deposit and counting equipment for Metro & Ulsterbus Belfast and Ulsterbus L/Derry- City. A total of 10 machines is required spread over 7 locations. The equipment must be capable of taking individual pay-ins from drivers and providing a receipt detailing both coin and bank notes per denomination.
Translink also require provision of software in order to provide daily reports in respect of individual transactions, deposit and discrepancy reports by location, shorts and overs etc. as well as the ability to self generate reports.
As part of the overall contract, Translink would also require a costing in respect of an appropriate maintenance agreement to cover the life span of the equipment.
As part of this contract Translink would also require our existing equipment to be disposed off.
The anticipated award date is September 2008 with an estimated Delivery of equipment within 6 months of order.

Project Background
Translink operates its business using many diverse and capital-intensive assets. Pressures to ensure that these assets operate at peak efficiency are great. Translink’s asset value is recorded in 2005/06 accounts as approximately £640 million (valued at their historic cost). Many of these assets require ongoing maintenance and repair to ensure reliable and safe operation of the entire business. In addition, legislative requirements generate an increasing need for formal record-keeping systems of activities as applied to assets.
Three of the seven Translink Divisions, namely Infrastructure, Bus Services and Rail Services, have responsibility for operations, maintenance and renewals, and therefore the control and visibility of asset performance is particularly important. Consequently, Translink are proposing to upgrade/replace existing asset management systems in order to manage and track all major Translink assets, principally bus and rail vehicles, and infrastructure.
The Corporate Asset Management (CAM) project within Translink is the overall project that will oversee the upgrade and replacement of existing systems. The core requirements of
1. Cross-divisional asset database, incorporating both linear and discrete assets.
2. Work requesting.
3. Job scheduling.
4. Work packaging.
5. Job detail delivery and capture, potentially using handheld devices.
6. Access to related Permanent Way information.
7. Work history recording.
8. Job costing.
9. Warranty tracking.
10. Reporting, inc. dashboard views.

Translink propose to update the current Train Radio Network used by NIR for communicating with train drivers in the case of an emergency. Each train driving cab has an individual radio set communicating with the radio control unit based in Central station.
The current radio transmission network is serviced through base stations located at:-
• Divis mountain
• Carrickajuke (Armagh)
• Harkins Hill (Londonderry)
These sites are owned by PSNI, and NIR have permission to locate their base stations and aerials at each site. A network survey was carried out which identified a number of areas that had very weak signal strength (i.e. black spots). To improve signal strength/coverage to these areas, three new base station sites were identified by the use of a software signal strength mapping programme.
This mapping exercise identified these new sites.
• Donegal (RTE broadcast mast)
• Ballymoney (O2 Mobile phone mast)
• Blacks Mountain (Clermount Carn, Armagh Louth Border RTE broadcast mast)
The other part of the project is to install a standby base station at each location so that in the event of a failure the standby would take over. As part of the overall improvement the radio control unit at Central station requires upgrading to overcome the control units limited facilities.
One major limiting factor of current control unit is the radio test facility, the view is to do away with manual test calls and have automatic test calling which would greatly reduce the involvement of the controllers along with an improved auditing process.
Translink want to appoint a Communications company with experience in this field to provide the following services.
• Provide a technical assessment of NIR’s proposal.
• Design the new Radio Network and produce a technical specification.
• Provide equipment specifications and detailed costs.
• Submit a proposal for its implementation.
Subject to Translink’s approval the Communications Company may be retained to carry out the full or partial implementation of this project.
It is expected that the initial design works will take place from June / July 2008 and the implementation from October 2008. The new radio system is to commission by April 2009.
